Mohan Reddy Committee - Background

A government-appointed committee led by the chairman of IIT-Hyderabad Mr.B V R Mohan Reddy has submitted a detailed report and specific suggestions made in the report are being considered by All India Council for Technical Education (AICTE).

Aim/Objective of Committee

  • The main objective of the committee was to device the solution (medium to short-term) scenario for the expansion of engineering education.

Important recommendations made by the committee:

  • Completely halt the establishment of new colleges from the year 2020 and undertake/review the capacity every two years thereafter.
  • Avoid approval of additional seats in engineering measure (especially with Civil, Electrical, Electronics, and Mechanical) of existing colleges and motivate institutions to utilize current students capacity (of traditional courses) to new technological courses.
  • In case of approval of additional seats in existing engineering institutions, the approval should be given only on the basis of capacity utilization of respective institution.
  • Establish new undergraduate engineering courses in the fields of Artificial Intelligence (AI), Blockchain, Machine Learning and Robotics, 3D printing and design, Quantum computing and Cybersecurity.

What compelled or Necessitated this?

  • A number above more than half are left vacant in consecutive years.
  • Once a glory, now no takers for 51% of the B.E/B. Tech engineering courses. (i.e. only 51% of 1.5 million seats left blank in 3, 291 engineering institutions alone in the year 2016-2017.
  • The lack of proper regulations and wide room for alleged corruption, non-existent or poor infrastructure (practical labs and facility), lack of skilled faculty, lack of communication and non-existent educational standards and linkage to industry; this absence of ecosystem contributes to the low employment among graduates.
